ACTAM was not derived from the literature. It was derived from watching autonomy get granted at national scale, and then watching the question of who owned the consequence go unanswered.

Director General and Chief Executive of the Saudi e-Government Program (Yesser), through its transition into the Digital Government Authority, 2017–2021. Chairman of BlackBaz. Board member, World Economic Forum Centre for the Fourth Industrial Revolution in Saudi Arabia.

Why this framework, from this person

Three vantage points on the same failure

The gap ACTAM addresses is visible from three positions, and rarely from only one. Someone who has held all three sees the same failure recur in different clothing: a system is given more reach than the institution around it can answer for.

Inside government

Where digital systems acquire scale faster than the accountability structures meant to govern them, and where the affected party is the public.

Inside technology companies

Where the autonomy is actually designed and shipped, under commercial pressure, by teams that do not own the downstream consequence.

Inside due diligence

Where the question is not whether the model works but what happens when it is wrong, who signs, and what the evidence looks like at month six.

The record

Where the evidence comes from

2017–2021Saudi e-Government Program (Yesser), through its transition into the Digital Government Authority · Director General and Chief Executive

National digital government delivery at a scale where governance failures are not theoretical.

  • A paperless national ecosystem and National Government Portal delivering 4,000 services across 522 government agencies.
  • The National Enterprise Architecture Ecosystem — procurement governance, unified platform standards, national digital asset management.
  • The Digital Government Academy, with structured university partnerships to build digital capability inside government.
  • GovX Center, a national innovation hub for assessing emerging technologies against citizen outcomes.
  • Head of the task force moving government to remote work and enabling nationwide distance learning during COVID-19.
2021National Digitization Unit · Chief Executive

Emerging technology brought into live public service, including the decisions about how far it should be allowed to act.

  • The first AI crowd-management platform for Hajj and Umrah, with the Ministry of Interior and Ministry of Justice, integrated with IoT and drone systems.
  • A Government Policy Lab to write or revise regulation in step with digital transformation.
  • 40+ emerging-technology proofs of concept with public and private partners.
CurrentChairman and operating roles

Three ventures that keep the framework answerable to practice rather than to theory.

  • Tathabbat — chairman and chief executive. AI-powered financial crime and finance GRC. The source of the failure patterns used in teaching: automated approval is where adversaries concentrate.
  • BlackBaz — investment holding, chairman since 2017. Where AI systems are assessed before capital is committed.
  • Revaizor — chief executive. AI offensive security and autonomous penetration testing. Assurance evidence, generated adversarially.
2001–2017Enterprise technology and telecommunications

Fifteen years building and running the systems, before governing them. Juniper Networks, Saudi Telecom Company, Huawei, Cisco and SNC-Lavalin, in engineering, delivery and commercial leadership, through to Managing Director for Saudi Arabia at Juniper Networks. Founder and Chief Executive of CloudBuilders Technology, acquired by PrimeGate.

On the record

In his own words

A long-form interview from the Yesser years, on what national digital government actually required — the role of each agency, what the programme achieved, and whether moving citizens from queues between departments to queues between platforms counts as transformation.

The questions in that interview are the ones ACTAM later turned into a method.
